Development cooperation outcomes With their focus on specific development objectives, largely those of institutional strengthening and capacity-building, university development cooperation projects have led to a great number of enduring links between Canadian universities and their partners in Africa, Asia, Latin America and the Caribbean, and, to a lesser extent, the Middle East, even when, following the termination of official donor funding, the financial resources to sustain such links are negligible.

The other is a shift from broad-based development cooperation to more narrowly focused project activities, like marketing educational services to countries able to purchase them. Knight’s (1996) finding, that commercial motivations rank low for universities, is encouraging, but I suspect that given the continued financial squeeze on universities, this commercial motivation will rapidly rise up in the rankings.
